Campaign story · October 2026
Michael Silva is always willing to put himself in someone else’s shoes. Literally. Here he participates in a live-fire training with Vacaville Firefighters.
In six years on Vacaville's City Council, Michael Silva has voted every time to provide law enforcement, firefighters and paramedics the staffing, resources and tools they need to keep the public safe.
That's the same dedication he'll bring as our next County Supervisor, working every day to keep us, our families, and our homes safe.
Michael Silva Reconnected Vacaville Police with the Community
In Michael's first months on the City Council, Vacaville's police department was struggling under their failing leadership. After then-Chief John Carli retired in 2021, Michael worked with new leadership, officers and residents to turn things around for the betterment of all.
What Michael Silva walked into
- Excessive force complaints and claims involving vulnerable residents, including children, women, and elders, and even a K-9 police dog
- Growing division and mistrust with concerned citizens
- Excessive force claims at nearly twice recent rates
- Lawsuits against the department at more than twice today's rate
Leadership means setting people up to succeed, including the officers who do one of our community's hardest jobs. Michael stepped up, took responsibility, and listened to officers and community members.
“My family has lived in Solano County for generations. Nothing is more important to me than making sure all of our families are safe.”
Michael Silva
Michael Silva's real solutions
- Voted for every police staffing, pay and benefits request brought to the City Council
- Rode along with officers on every shift, at all hours
- Attended and participated in multiple police training programs
- Joined community listening sessions and policing forums
- Helped build trust in underserved neighborhoods to bring back community policing
- Supported an independent audit that led to real, lasting improvements
- Actively supports the Police Activities League (PAL), a growing year-round youth program
The result
Since new leadership took over in 2021, the yearly rate of civil lawsuits against the Vacaville Police Department has dropped by more than half.
